26 March 2013: The Government today announced a new timetable for rail franchising. There's some welcome changes but we still need more radical change. The new timetable for franchises pushes most new franchises back until after the next election with only the East Coast, Essex Thameside (C2C at the moment) and Southern/Thameslink franchises being let before then. There's also a welcome shift in the language of how franchises will be assessed with the Prior Information Notice that details the opportunities for companies placing much more emphasis on passengers. Bidders are now supposed to show how good a sevice they provide and will be assessed on this in bids. This is a change.
